Transcending Voluntary Networks
To fully grasp global accreditation, it is essential to view Multilateral Recognition Arrangements (MRAs) through the lens of international trade law. Article 6 of the World Trade Organization’s Technical Barriers to Trade (WTO TBT) Agreement encourages the use of international conformity assessment systems to reduce trade friction. However, international trade experts emphasize a critical distinction:
- National regulations are sovereign and mandatory.
- International MRAs are voluntary, private administrative networks.
Because private MRAs do not automatically override national sovereignty, regulators independently evaluate and adopt conformity assessments into their legal frameworks based on intrinsic technical merit.
